ATTENTION
BUILDERS, CONTRACTORS, AND OWNER BUILDERS
As of July 1, 2009, any structure being newly built, added onto, or increased
in square footage must submit three sets of plans prior to being issued
a building permit. Those contractors who must submit stamped plans
must submit three sets of plans. One set of all submitted plans, along with
a copy of the permit will be submitted to Greenville County as per
Greenville County Ordinance #4271 (Click for a PDF copy of the ordinance).
This pertains to Greenville County residents only.

Building and Development Standards
The Department of Building and Development Standards exists to provide for the health, safety and welfare of the general public through the equal enforcement of all applicable codes and ordinances of the City of Greer for both the construction industry, mobile home industry, and engineering practices.
Planning and Zoning will convey the community's progressive vision, promote quality of life and manage the city's growth by incorporating comprehensive planning with sound economic development practices.

The Department of Building and Development Standards serves three functions for the City of Greer. These functions fall under the Director of Building and Development Standards and include planning, zoning, building and codes, engineering, and storm water.
The Building and Development Standards Department, as well as Planning and Zoning, are located on the first floor of Greer City Hall at 301 East Poinsett Street. Here you will find everything you need to know about commercial and residential building codes and permitting, zoning issues, nuisance-abatement, and land development. The City of Greer’s Planning Commission, Construction Board of Appeals, and Zoning Board of Appeals also operate out of the Building and Development Standards department. The Manager of Engineering serves as the City Engineer, a registered Professional Engineering position, and oversees all activities of the Engineering and Storm Water Divisions. The major duties include coordination of city construction projects (except park construction); review of site development plans for residential and commercial projects; inspection of street construction in new subdivisions; and advising the Storm Water staff in the development and application of the city's storm water program. The position is assisted by the Assistant Engineer/Storm Water Director and the Storm Water Inspector.
