How can I report a nuisance or property maintenance violation in the City of Greer?

What types of public nuisance are included in the City of Greer Code of Laws?
Public nuisances may include buildings, property, signs, vehicles, abandoned or discarded material or objects, stagnant water or excavations, and unsightly personal property. Please refer to the City of Greer Code of Laws for complete information.

How tall can my grass be?
Your grass may be no taller than 10 inches. Each home owner or tenant is responsible for maintaining their lawn. It must be cut to the edge of the curb or the edge of the street. Plants and shrubs must be cut or trimmed at corners to allow a sight distance for oncoming traffic.

What must I do for a swimming pool?
Any pool that is more than 24 inches in depth must be surrounded by a fence of barrier at least 48 inches in height above the finished ground level. The fence must have a gate that is self-closing and the latch must be on the pool side of the gate. If an above ground pool is at least 48 inches in height and has a removable ladder or a ladder that can be raised and secured when not in use, this will meet the intent of the code.

Where can I put a utility shed?
A utility shed must be behind, rear, of the house. Although sheds smaller than 120 square feet do not need a building permit, you must visit the Building and Development Standards office at Greer City Hall to file a zoning request. This request will give you the required set backs as to where the building may be located behind the house.

I have an unvented gas heater; where can I use it?
An unvented heater, other than electric, may be used in any room other than the bedroom and bathroom. You must have heat in the house that will provide room temperature at least 68 degrees throughout the dwelling.

Can I have hanging flower baskets on my porch?
By all means. In fact, the City of Greer encourages them. Flower baskets help beautify homes and neighborhoods.

Is a garden allowed?
Yes. This is a way for families to reduce their grocery bills and to add fresh fruits and vegetables to their diet. Gardening is also a good hobby that helps reduce stress. Once your garden has finished producing for the season, it is recommended that it be tilled or weeded to prevent it from becoming an overgrown eyesore.

Are nuisance/abatement officers allowed to enter my home?
A properly identified nuisance/abatement officer will only enter a dwelling on invitation from the homeowner or tenant. If a complaint is received, an officer may ask permission to enter the dwelling or to access the property only for the purpose of investigating the complaint. If the officer is denied access to the property or dwelling, the city may request an administrative search warrant for the nuisance/abatement officer to legally complete his or her job.
Never allow anyone to enter your home without proper identification. If you question the credentials of an officer, please call Greer City Hall at 848-2150 to confirm the identity and reason for visiting your property.

Can I keep a car or truck in my yard?
All motor vehicles stored outside of a garage or enclosure must be licensed, insured, and road worthy. Any repair work or maintenance on vehicles must be done in a garage – either on property or off-site. No car parts may be stored outside. The city will assume a vehicle is abandoned if tall grass and weeds surround it. These regulations (including maintenance and repair work) also apply to race cars, which may be kept on a trailer in a yard as long as the grass around and under the car or trailer is properly maintained.

Can I store materials outside my house?
Only if the house is under repair at the time and if all permits are posted. Otherwise, all building supplies, equipment, and materials not in use must be stored inside a garage or outbuilding.

Does the City of Greer pick up building materials or lawn debris?
The contractor or homeowner is responsible for removing building materials from any site. Commercial lawn maintenance contractors are responsible for removing grass clippings from the property. If the homeowner or tenant cuts the lawn, grass clippings may be bagged (no 55-gallon bags) and left curbside or beside the green garbage cart. Please note that the green carts are for bagged household garbage only. Loose leaves are collected during a specified during the fall and winter.
