Spartanburg County
Spartanburg County is planning a similar project to pave city streets also with transportation funds. Streets to be paved are yet to be determined. It is anticipated that this project will consist of significantly fewer streets than the Greenville project due to limited resources.
City Project
The city will be contracting for street resurfacing at various locations throughout the city (both counties) soon after final determination of the extent of the two above projects. It is anticipated that this project will be bid in late summer and will likely be in the range of $100,000 to $200,000. Streets to be paved have not been determined at this time but may include a number of the streets listed in the Street Condition Index below.
Street Condition Index
The Pavement Management System for the city is used to determine and prioritize streets to be paved and otherwise maintained and is heavily dependent on the Street Condition Index. This index takes into account a number of pavement distress factors such as cracks in the pavement and potholes/patches. Careful inspection of all streets is required and points are assigned based on the severity of each type of distress. The street ultimately is graded from 0 to 100, with 100 being a street in perfect condition. The total assigned points are subtracted from 100 to arrive at the condition index.
The Street Condition Index for the city is currently under development. Streets likely to score low (I.e. significantly distressed), excluding streets listed for paving (Resurfacing Program), that may be included on the City Resurfacing Project are as follows:
| Street | From | To |
| 5th Street | Victor | Moore |
