City Administrator - Andy Merriman
Andy Merriman brings nearly 20 years of experience in local government to his role as the city administrator. Merriman is a native of Mauldin, South Carolina. He joined the City of Greer in June of 2020.
Merriman previously served as the deputy county manager in York County and deputy county administrator in Aiken. In both roles, he ensured the delivery of public works services. Merriman was the city manager of Bluefield, West Virginia from 2009 to 2012.
Merriman holds a master's degree in city and regional planning from Clemson University. He earned his undergraduate degree in political science and psychology from Tusculum College in Greeneville, Tennessee. During his time in Tennessee, Merriman was an intern for the governor.
Merriman has always had an interest in government and has long understood the importance of being involved. Merriman says he was captivated by Greer’s good reputation and productive debates.
Working with city council, Merriman is guiding the City of Greer through a period of unprecedented growth. Through strong leadership and careful planning, the city is keeping pace with that growth and wisely planning for the future.
Overview of Role
The mayor and city council appoint the city administrator to manage the city's daily operations. Merriman serves as the chief administrative and financial officer for all city departments.
Reporting directly to city council, the city administrator develops and enforces policies to properly manage city resources and services. Merriman is responsible for administering the city budget and financial reporting. He also directs and evaluates the work of city department managers. Deputy City Administrator - Mike Sell
Mike Sell is the deputy city administrator of Greer. He has served in this position since 2007.
Prior to his time at the City of Greer, Sell worked as a local government analyst for the Appalachian Council of Governments. He is the 2024-2025 president of the board of directors for the South Carolina City and County Management Association.
Sell holds an undergraduate degree in political science from the University of South Carolina. He later earned a master’s degree in public administration.
Overview of Role
The city administrator appoints the deputy city administrator. Sell deals mainly with external operations in his role. He meets with business groups, represents the city administrator, and replies to inquiries.
The deputy city administrator also helps with the daily management of city services and assures that organizational needs are met. He leads project development, drafts annual budgets, monitors expenses, and writes reports.
Assistant Administrator for Finance and Administration - Catrina Woodruff
Catrina Woodruff joined the City of Greer in 2017. She brings more than 20 years of experience in local government from the state, county, and municipal levels.
Originally from Michigan, Woodruff earned her associate degree in applied science in accounting from Montcalm Community College. She holds a bachelor's degree in business administration from Ferris State University and a master's degree in public administration from Central Michigan University.
She brings a unique perspective, having been an elected official for the school board. She has a passion for advocating for government transparency and accountability.

In her role, Catrina Woodruff mainly deals with internal operations and supports the city administrator, city council, and department directors. Woodruff is responsible for the following departments:

Assistant Administrator for Community and Economic Development - Reno Deaton
Reno Deaton is the assistant administrator for community and economic development. He has been a leader in economic development in the Greer area since 2007.
Deaton first served as the Executive Director of the Greer Development Corporation and, more recently, as Economic Development Director for the City of Greer. Deaton's mission has stayed the same: recruit new businesses for Greer, retain the city's existing business base, market the Greer community, and promote new product development.
Deaton demonstrates his dedication to Greer by being heavily involved in the community. He serves as a board member for the Community Foundation of Greenville, an organization that finds philanthropic resources for those in need. Deaton is also a member of the Riley Institute’s Spring 2025 Diversity Leadership Initiative cohort.
Deaton graduated from the University of Kentucky. He is also a South Carolina Certified Economic Developer.
